Allow user to assert Veh Max recall via Centracs
Currently Centracs users can assert Vmin and Ped calls to signal.
It would be useful to add the ability to assert a Vmax call also.

This is a good idea but development lacks sufficient resources to implement this in a reasonable time frame.
